PART 01 About the Fund

The National Science Foundation of Excellent Young Science Fund (Overseas), which was established by the National Natural Science Foundation (hereinafter referred to as the National Science Foundation) of China (NSFC), aims at further improving the talent funding system, giving fully play to the function of introducing and nurturing talents and attracting outstanding young talents from overseas to (return to) work in China.

Excellent Young Science Fund (Overseas) is conducted to attract and encourage outstanding young overseas scholars (including non-Chinese expatriates) who have achieved good accomplishment in natural science and engineering technology, etc., to return (come) and work in China. NSFC encourages the young overseas scholars to choose research directions independently and carry out innovative research, which promotes the rapid growth of young scientific and technological talents, cultivates a group of outstanding key scholars who are expected to rank the forefront of science and technology in the world, and provides powerful support for building China’s strength in science and technology.

PART 02 Eligibility

1. Applicants Requirements

(1) Complying with the law and regulations of the People’s Republic if China, have good scientific ethics, consciously practice the spirit of scientists of the new era;

(2) Born after January 1, 1982 (inclusive);

(3) Having a doctorate degree;

(4) The research mainly focuses on natural sciences, engineering technology, etc.;

(5) Before April 15,2022, the applicant should generally obtain a formal teaching or scientific research positions in overseas universities, scientific research institutions, or corporate R&D institutions, and have worked for more than 36 consecutive months; for those who have obtained a doctorate degree overseas with outstanding performance, the requirements for working years can be lowered appropriately;

(6) Having obtaining scientific research or technical achievements recognized by peer experts, and having the potential to become academic leaders or outstanding talents in corresponding field;

(7) The applicants who has not yet returned (or come) to work in China full-time, or returned (or came) to work in China after January 1, 2021, must resign from work abroad upon notification of funding or have no job overseas and guarantee no less than 3 years of full-time work in China.

2. Limited Requirements

Excellent Young Science Fund (Overseas) are subject to the limited requirements of the National Natural Science Foundation of China (NSFC) project guidelines in 2022. The national talent talent plan of the same level can only undertake one project, and cannot apply in reverse level.

PART 03 Funding Mode

1. State Funding

The National Natural Science Foundation of China (NSFC) will provide research funding of 1 million to 3 million yuan for 3 years.

2. School Support

(1) Position: Professor, doctoral supervisor;

(2) Salary: Annual Salary of 500,000 to 800,000 yuan; Rewards shall be given to work achievements exceeding the tasks specified in the agreement; Enjoy the relevant welfare according to the regulations of the state and the university; Provide resettlement allowance of 1 to 2 million yuan;

(3) Platform Construction: 1 million to 3 million yuan research start-up fund, which is negotiable according to the discipline platform and individual’s actual situation; Provide scientific research and office space;

(4) Team Building; supporting the establishment of research teams according to the actual needs of talents;

(5) Life Support: assisting families members to work and children to attend school;

(6) Development Path: for those who are not selected, they can be included in the corresponding leading talent training echelon after comprehensive evaluation by the school, and  preferential treatment and support conditions will be provided.

PART 04 Application Guide

1. The qualified applicants can sign a work contract or intention agreement with Shenyang Jianzhu University in accordance with the requirements of the project guide, log in to the information system after March 21, 2022 (https://isisn.nsfc.gov.cn/). The applicant shall be responsible for the authenticity of the application materials submitted.

2. The paper application shall be made in one copy (for the school’s preliminary examination). The content of the electronic application form and the paper application form must be the same (the version number is required to be the same). The electronic application and other materials shall be submitted before April 15, 2022.

PART 05 About Shenyang Jianzhu University

Excellent Environment, Beautiful and Pleasant

Shenyang Jianzhu University is located in Shenyang, a national regional central city, on the South Bank of the beautiful Hun River. The campus covers an area of 1500 mu and a building area of 520,000 square meters. The planning and design of the main campus embodies the concept of people-oriented and harmonious coexistence with nature. The architectural form is modern, simple and succinct, and the functional facilities are complete. The teaching area is a combination of courtyards with network format and oriental cultural, which is conductive to resource sharing and subject exchange. A 756-meter-long Asian First Cultural Corridor skillfully connects the teaching area, library, laboratory area, office area and living area, forming a unique scenery of the campus. The campus is awarded “China Model Habitat Environment of 2008”.

Characteristic Discipline Support

The university is a provincial and ministerial university with the characteristics and advantages of architecture, civil engineering, mechanical engineering and other disciplines, focusing on engineering and coordinated development of engineering, management, science, arts, agriculture, art and other disciplines. It was originally affiliated to the Ministry of Construction of the People’s Republic of China, and was under the management of Liaoning Province in the adjustment of the national school management system in 2000. In 2010, it became a university jointly built by the Ministry of Housing and Urban-Rural Development and the People’s Government of Liaoning Province.

The university now has 5 first-class disciplines authorized for doctoral degrees in architecture, civil engineering, mechanical engineering, urban and rural planning and landscape architecture, 3 post doctoral research stations in civil engineering, mechanical engineering and architecture, 16 first-level disciplines authorized for master’s degree and 14 professional master’s degree authorization points. In the fourth round of national first-class discipline evaluation, the overall ranking of the five doctoral first-class disciplines and the university ranked first among the science and engineering universities in Liaoning Province. In 2017, the university was selected as a provincial first-class university and five disciplines were selected as key construction disciplines of provincial first-level characteristic disciplines.

First-Class Faculty

The university has 15 colleges (teaching departments), 19 directly affiliated research institutions and directly affiliated research platforms, and now has a team of teachers with excellent professional skills and full of vitality. There are more than 1700 teaching staff, including 716 doctoral and master supervisors, 211 professors and 428 associate professors. There are 1 National Engineering Survey and Design Master, 3 distinguished professors of the “Yangtze River Scholar Award Program” of the Ministry of Education, 2 national-level experts, 1 leading talent of the national “ten thousand talents program”, 6 national candidates of the “ten thousand talents project”, 3 middle-aged and young experts with outstanding national contributions, and 1 winner of the National Outstanding Youth Fund. There are 11 members of the discipline evaluation group of the Academic Degrees Committee of the State Council, the Teaching Steering Committee of the Ministry of Education and the Professional Steering Committee of the Ministry of Education, 20 experts enjoying the special government allowance of the State Council. The university also has 6 national model teachers, national excellent teachers, national excellent scientific and technological workers and 6 candidates of the “New Century Excellent Talent Support Plan” of the Ministry of Education. Besides, there are 1 candidate of China’s post-doctoral “Xiangjiang Scholar program”, 10 Yangtze River Scholar innovation teams of the Ministry of Education, “Xingliao Talent Program” high-level innovation and entrepreneurship teams and Liaoning innovation teams, 3 “Huangdanian Style Teaching Teams” of colleges and universities in Liaoning Province, and 16 scientific and technological innovation leading talents (Liaoning distinguished professors) of “Xingliao Talent Program”.

High Quality Course Design

The university’s undergraduate education includes 7 categories of 25 majors, a total of 53 majors. Two courses were rated as national excellent courses. The university is approved by the Ministry of Education for the implementation of the National Excellent Engineer Education and Training Program, and the implementation of the National College Students Innovation and Entrepreneurship Training Program. There are 3 national science and technology platforms, including the national technology transfer demonstration institution, the national local joint laboratory and the international cooperation joint laboratory of the Ministry of Education. There are 3 national engineering practice education centers, 1 national professional degree postgraduate joint training base, 1 national off campus practice education base for college students and 1 national talent training model innovation experimental zone. The university also has 11 provincial and ministerial key disciplines, 40 provincial and ministerial key laboratories (engineering technology research centers), 28 provincial experimental centers and practice bases, and 2 provincial key humanities and social science base. Liaoning Univiersity Network Ideological and Political Work Center (Liaoning Easy-Class Development Center) has settled in the university. The university has achieved full coverage of a batch of provinces and regions in China.

Strong Scientific Research Strength

Since the 12th Five-Year Plan, the University has received a total scientific and technological funding of 1.565 billion yuan and more than 5,100 scientific research projects, and has won more than 120 national, provincial and ministerial awards, such as National Science and Technology Progress Award and National Patent Gold Award. More than 2,300 papers have been published and can be searched in the “Three Major Search Engines”, many of which have been published in international top journals such as Nature Geoscience. The university ranks the 13th in China’s industry-university-research strength rankings. Shenyang Jianzhu University has been listed in the “Patent Transfer List of Chinese Universities (Top 100)”, ranking first among provincial universities. The university has undertaken more than 320 national and provincial education reform projects and won more than 130 national and provincial education reform awards. The university has been awarded as “National Excellent Higher Education Research Institution” twice and “Advanced Group of Education Research in Liaoning Province” for 6 consecutive times. Journal of Shenyang Jianzhu University (Natural Science Edition) was selected into China Science Citation Database (CSCD) and Overview of Key Chinese Core Journals of Beijing University.

Extensive Overseas Exchanges and Cooperation

The university has established exchanges, scientific research and cooperative educational relations with more than 60 universities from more than 40 countries and regions. It is one of the universities approved by the Ministry of Education to recruit domestic visiting scholars, and one of the first batch of universities approved by the State Council to recruit foreign students. It is also the training base for high-level talents and cadres of Liaoning Province. The master of Information Management education program jointly organized by Shenyang Jianzhu University and Benedictine University is a demonstration project of the base. The university has jointly established a Confucius Institute with the University of Transilvania in Romania and carried out a joint doctoral program in management with Maharishi University in the United States.
